<p><strong>Greetings from the CITI!</strong></p>
<p>Confederation of Indian Textile Industry (CITI) has been encouraging excellence across the value chain of textile production since 1993-94 through the CITI Birla Economic &amp; Textile Research Foundation Awards.</p>
<p><strong>CITI Birla Economic &amp; Textile Research Foundation Awards</strong>&nbsp;are aimed at:</p>
<ul>
<li>Carrying out inclusive economic investigation on topical and long-term problems of the textile industry;</li>
<li>Spread and promotion of research in Textile Industry by way of grant of awards, Certificate of Merits and others</li>
</ul>
<p>This year the Board of Trustees of CITI-Birla Economic and Textile Research Foundation have decided to grant four Awards of Rs. 50,000.- each to the textile mills who have achieved excellence in award topics as listed below:</p>

<p>It has been brought to our notice through the Office of the Textile Commissioner that certain concerns are being faced by the fabric industry relating to fibre mixing in yarn manufacturing, which is reportedly leading to quality-related issues in downstream products.</p>
<p>In this regard, CITI would like to make an earnest appeal to all industry stakeholders to ensure proper and accurate declaration of yarn count and blend percentage on yarn cones as well as in invoices, so as to maintain transparency and facilitate fair trade practices.</p>
<p>We believe that proactive self-compliance and greater transparency by all stakeholders will go a long way in strengthening confidence. However, any such continued instances of misdeclaration or non-transparency may result in initiation of appropriate corrective measures from the Government side.</p>
<p>We, therefore, request all members to kindly take note of the above and extend their cooperation in upholding best trade practices in the larger interest of the industry.</p>

<p>It is to inform that the 13th meeting of Inter-Ministerial Steering Committee (IMSC) under Amended Technology Up-gradation fund Scheme (ATUFS) will be held on 10<sup>th</sup> July 2026 at 11:30 AM in GPOA-3, under the chairmanship of the Hon&#8217;ble Union Minister of Textiles.</p>
<p>As per the detailed agenda circulated by the IMSC, the following agenda items will be discussed during the meeting:</p>
<ul>
<li>Status of the ATUFS Scheme; third-party evaluation, key findings, etc.</li>
<li>Issue related to para 5.1.5 of the GR and Para 5.6 of the RR dated 02.08.2018 pertaining to foreign currency loans.</li>
<li>Various issues relating to the settlement of cases under previous versions of TUFS.</li>
<li>Other issues such as related to segment change, relevant date of sanction letter, and ECN issues for interest reimbursement.</li>
</ul>

										<content:encoded><![CDATA[<p>This has reference to the Forced Labor Section 301 Investigations initiated by the USA on 60 economies including India.</p>
<p>Office of the United States Trade Representative (USTR) vide docket number Docket Nos. USTR-2026-0265, USTR-2026-0266 dated 24<sup>th</sup> July has announced additional tariffs under Section 301 of the Trade Act of 1974. The tariff rates applicable to India and some of its major competitors are as follows:</p>

<p>Further, the USTR has announced that Tariff Rate Quotas (TRQs) will be established for Bangladesh, Cambodia, Indonesia and Malaysia for an initial period of three years. The objective of the TRQs is to encourage imports by these economies of U.S. textile goods and cotton by allowing specified quantities of textiles and apparel to enter the United States without being subject to the additional Section 301 tariffs. Until the TRQ mechanism is established and becomes operational, imports from these four economies will continue to attract the additional 10% Section 301 tariff.</p>
<p>It may be noted that the above tariff rates are <strong>over and above the existing MFN tariffs</strong> and will be applicable to products that are entered for consumption, or withdrawn from warehouse for consumption, on or after <strong>12:01 a.m. eastern time on July 24, 2026</strong>, except that goods loaded onto a vessel at the port of loading and in transit on the final mode of transit before <strong>12:01 a.m. eastern time on July 24, 2026</strong>, and entered for consumption or withdrawn from warehouse for consumption before <strong>12:01 a.m. eastern time on July 28, 2026.</strong></p>

<p>As the members may be aware that the Office of the Textile Commissioner has proposed to initiated action for recovery of subsidies released under various Technology Upgradation Fund (TUF) Schemes which is based on the findings of Special Joint Inspection Teams (JITs) and the documents uploaded by the concerned units as per the 2019 prescribed protocols.</p>
<p>CITI in coordination with other industry associations is taking up the matter with concerned officials in the Ministry with a view to resolving the issue and safeguarding the legitimate interests of the affected units.</p>

										<content:encoded><![CDATA[<p><strong>Dear Sirs/Madam,</strong></p>
<p>It is to inform the members that EU has adopted the Packaging and Packaging Waste Regulation (PPWR), Regulation (EU) 2025/40, which replaces the earlier Packaging and Packaging Waste Directive 94/62/EC. The PPWR will apply from 12 August 2026 and is directly applicable across EU Member States.</p>
<p>PPWR harmonizes the regulatory framework for packaging and packaging waste across the EU. With respect to textiles, PPWR does not regulate the textile product itself. It regulates the packaging in which the textile/apparel product is placed on the EU market and its objective are:</p>
<ul>
<li>Make all packaging in the EU recyclable by 2030.</li>
<li>Increase the safe use of recycled plastic in packaging.</li>
<li>Reduce the use of new (virgin) materials in packaging.</li>
<li>Help the packaging industry achieve climate neutrality by 2050.</li>
</ul>
<p>PPRW aims to create business opportunities, reduce pollution, reduce expensive waste, make packaging safer, remove dependency on fossil fuels and cut greenhouse gas, and harmonize packaging standards across the EU nations.</p>

<p>This is to inform you that CITI has received a communication from the Office of the Textile Commissioner, Ministry of Textiles, regarding the implementation of the Textile Statistical Returns System (TSRS), a web-based platform for the online submission of statutory statistical returns by eligible textile units.</p>
<p>The TSRS portal facilitates the online submission of <strong>Annual Statistical Returns (ASR)</strong> and <strong>Monthly Statistical Returns (MSR)</strong> by eligible textile units registered under the Factories Act, 1948, including spinning mills, weaving and knitting units, processing houses, garment units, made-ups manufacturers, technical textile units, cotton traders and other eligible textile enterprises.</p>
<p>Members are requested to note that the submission of statistical returns is <strong>mandatory</strong> under the <strong>Collection of Statistics Act, 2008</strong>. Non-compliance may attract penalties as prescribed under the Act. The statistical data collected through TSRS will be used exclusively for statistical and policy-making purposes for the development of the textile and clothing sector, while maintaining confidentiality of unit-level data in accordance with the applicable provisions of law.</p>
<p>In view of the above, all eligible member units are advised to:</p>
<ul>
<li>Register themselves on the TSRS portal, if not already registered.</li>
<li>Submit the required <strong>Annual Statistical Returns (ASR)</strong> and <strong>Monthly Statistical Returns (MSR)</strong> within the prescribed timelines.</li>
<li>Make use of the user manual, instructional videos and helpdesk facilities available on the portal for registration and filing of returns.</li>
</ul>
<p>Members facing any policy, technical or operational issues relating to the TSRS portal may communicate the same directly to the Office of the Textile Commissioner through the dedicated email ID: <strong><a href="mailto:statistics.txc@gov.in">statistics.txc@gov.in</a></strong>.</p>

<p>The Office of the Textile Commissioner, Ministry of Textiles, Government of India, has issued an Order dated <strong>27 July 2026</strong> notifying the <strong>Minimum Support Price (MSP)</strong> for various classes of Fair Average Quality (FAQ) seed cotton (<em>kapas</em>) for the <strong>Cotton Season 2026-27 (October 2026 – September 2027)</strong>.</p>
<p>The Government has fixed the MSP for the two basic varieties of cotton as follows:</p>

<p>In addition, the Order prescribes MSPs for different classes of cotton based on staple length and micronaire values. The MSP for various classes ranges from <strong>₹7,767 per quintal</strong> (Short Staple Cotton) to <strong>₹9,867 per quintal</strong> (Extra Long Staple Cotton – Suvin).</p>
<p>The Order also provides:</p>
<ul>
<li>Fibre quality parameters and corresponding MSP for different cotton varieties.</li>
<li>Premiums and deductions linked to micronaire values for specified cotton classes.</li>
<li>Moisture content norms for procurement, with the base moisture content fixed at <strong>8%</strong>.</li>
<li>The <strong>Cotton Corporation of India Ltd. (CCI)</strong> designated as the central nodal agency for undertaking cotton price support operations.</li>
<li>The notified MSP will be <strong>effective from 1 October 2026</strong>.</li>
</ul>
