Dear Sirs/Madam,

This has reference to the Policy Circular No. 01/2025- 26 dated July 15, 2025 issued by the Directorate General of Foreign Trade (DGFT). Paragraph 4 of the circular specified that for exports of organic textiles, the exporters need to furnish a valid Transaction certificate (TC) issued by the certification bodies designated through Textile Exchange, Global Organic Textile Standard (GOTS) or as mandated by the buyer(s) at the time of export.

However, various stakeholders and EPCs have confirmed to DGFT that  “Transaction Certificate is issued only upon completion of the export process, based  on post-shipment documents including the Shipping Bill, Bill of Lading, and Final Invoice.”

Accordingly, DGFT vide Policy Circular No. 03 /2025-26 dated 31st July 2025 has now decided to delete the above paragraph 4, thereby removing the requirement of submitting the Transaction Certificate at the time of export.
