Cir(067)/2026- 12 September 2026 – Request for Industry Participation in Study for Revision of Cotton Wastage Norms under SIONs for blended yarn and fabrics – reg.
Dear Sir/Madam,
This is with reference to the Standard Input Output Norms (SIONs) notified by the Directorate General of Foreign Trade (DGFT).
Based on representations received from the industry, CITI has been taking up the matter regarding revision of the permissible percentage of cotton wastage prescribed under the following SIONs for cotton-blended yarn and fabrics. The objective is to align the wastage norms with the revised norms applicable to 100% cotton yarn, which were revised in 2005:
| S No | SION Number | Export Item |
| 1 | J68 | Polyester/Cotton Blended Grey Spun Yarn |
| 2 | J87 | Viscose/ Cotton Blended Yarn |
| 3 | J307 | Polyester/Viscose/Cotton Blended Grey/Dyed yarn |
| 4 | J18 | Bleached or Processed Polyester/ Cotton Blended Fabrics or Made-ups |
| 5 | J34 | Finished Flax Blended Fabrics (Grey or Dyed) containing Polyester/ Viscose/ Cotton/ Flax |
| 6 | J88 | White Ground Brasso printed Saree Mercerised Polyester/Cotton blended |
In this regard, the Committee of the Technical Cell for SION Norms under the Office of the Textile Commissioner has decided to undertake a study to evaluate the actual percentage of cotton wastage arising during the manufacturing of the above products, with a view to determining appropriate SION norms.
However, the Committee is presently facing difficulty in identifying mills/manufacturing units, producing these products using imported cotton that can participate in and provide the necessary data for the study.
It may be noted that adequate industry participation and availability of supporting data are critical for establishing the case for revision of the existing norms. In the absence of the requisite data and industry participation, there is a possibility that the concerned SIONs may be considered inoperative, with a recommendation to DGFT for their suspension.
In view of the above, CITI strongly urges members/exporters manufacturing and exporting the above products under the said SIONs to submit their willingness to CITI for participating in the proposed study positively by 25th September 2026.
Placed for your information and necessary action please.
With regards,
(Chandrima Chatterjee)
Secretary General
