Minutes of the 39^th meeting of Technical Advisory Monitoring Committee (TAMC) under ATUFS held on 30.08.2024 – reg.

 

Dear Sirs/Madam,

 

This is to inform you all that the 39^th  Meeting of the Technical Advisory-cum-Monitoring Committee (TAMC) for discussing the issues on Amended Technology Upgradation Funds Scheme (ATUFS) and Previous Versions of TUFS was held on 30.08.2024 through hybrid mode under the Chairpersonship of Ms. Roop Rashi, Textile Commissioner.

The various types cases which were discussed in the meetings and the corresponding decisions taken by the 39^th TAMC are given below:

	Physical verification of the manufacturer based on Internal Technical Committee (ITC) decision and enlistment application	Based on the physical verification report the committee acceded to the request of the company to enlist them as Machinery Manufacturers under ATUFS.
	Manufacturer name differences	The committee examined the related cases and examined the documents from ATUFS section in respects of other ATUFS claims of the same machine manufacturers and took appropriate decisions in the different cases.
	Partial machines sold out after full repayment of loan. Machines were verified earlier in March 2018 by ROTXC Noida in some other context Earlier JIT report available.	Based on the recommendation of the Internal Committee, TAMC directed to process the case after removing the ineligible investments.

Besides above, on the issue of non-availability of six prescribed documents to clear the long pending issue of clearing cases of previous versions of TUFS and the alternative were also discussed during the meeting and TAMC, based on the report of the internal committee, decided to place the below given recommendations in the upcoming IMSC to verify cases of previous versions of TUFS:

1	Term loan sanction letter.	No relaxation will be provided
2	Statement of date-wise disbursement of loan and calculation sheet	If not available with bank, the bank will issue certificate as on current date referring to their available records stating very clearly in said certificate that details being furnished now are verified from available records with them.
3	Reporting formats (such as N1, N2 for MTUFS, R1, R2 for RTUFS and RR1, RR2 for RRTUFS).	If not available with banks, they will issue certificate that reporting formats are not available at present with them and they will provide certificate for the machines mentioned in reporting formats earlier on the basis of which the eligibility was decided by their banks in accordance to the provision mentioned in GR of respective Scheme, as per records available with banks.
4	ECN certificate / Eligibility assessment under TUFS by the Nodal Agency in case of accounts pertaining to co-opted PLIs and TUFS cell of the concerned bank in case of Nodal Bank.	If not available with banks, banks will provide third alternative in terms of issuance of eligibility certificate as on date stating very clearly in said cerlificate that from their records, below mentioned eligibility under TUFS was assessed by them as claim of eligible subsidy against respective term loan account covered in protocol 2019.
5	Calculation sheet based on actual	If not available, banks to issue current dated certificate based on available documents with them.
6	Undertaking from lending agency to participate as a member of special JIT.	No modification is required.

The detailed MoM of the meeting containing the details of the above agenda items is attached for the kind perusal of the members.
