Subject: Payment Under Samarth Project
Previously, payments under the Public Financial Management System (PFMS) were processed by generating a Print Payment Advice (PPA), obtaining signatures from authorised signatories, and then submitting it to the State Bank of India (SBI) for payment to vendors.
Ministry of Finance has replaced Print Payment Advice by the TSA-Hybrid (Treasury Single Account – Hybrid) system, wherein payments are made using digital signatures.
As per the resolution adopted by the CITI Committee, the operational limits for bank accounts are as follows:
- Chairman: Jointly with the Secretary General for amounts exceeding Rs. 2,00,000 (Rupees Two Lakh)
- Deputy Chairman: Jointly with the Secretary General for amounts exceeding Rs. 2,00,000 (Rupees Two Lakh)
- Vice Chairman: Jointly with the Secretary General for amounts exceeding Rs. 2,00,000 (Rupees Two Lakh)
- Secretary General:
-Jointly with the Chairman, Deputy Chairman, or Vice Chairman for amounts exceeding Rs. 2,00,000 (Rupees Two Lakh).
– Jointly with the Secretary for amounts between Rs. 50,000 (Rupees Fifty Thousand) and Rs. 2,00,000 (Rupees Two Lakh)
- Secretary: Jointly with the Secretary General for amounts between Rs. 50,000 (Rupees Fifty Thousand) and Rs. 2,00,000 (Rupees Two Lakh)
It is noted that using multiple digital signatures is not feasible in the TSA-Hybrid system.
To address this, it is proposed that for payments exceeding Rs. 2,00,000, prior approval of either the Chairman, Deputy Chairman, or Vice Chairman must be obtained, and the digital signature of the Secretary General be used to execute the payment.
Accordingly, I propose to pass the following resolutions by circulation to the Committee Members, as per the provisions in section 175 of Companies Act 2013, for your kind consideration.
“Resolved that for payments under the Samarth Project through the TSA-Hybrid (Treasury Single Account – Hybrid) system of PFMS, the digital signature of the Secretary General shall be used. For payments exceeding Rs. 2,00,000 (Rupees Two Lakh), prior approval of either the Chairman, Deputy Chairman, or Vice Chairman must be obtained.”
