Cir(109)/2025- 24th November 2025
Dear Sirs/Madam,
Greetings from Confederation of Indian Textile Industry (CITI)!
It is to inform the members that the Government of India, after rationalising 29 existing labour laws, has implemented the four Labour Codes –
- The Code on Wages, 2019, (click here for more details from LKS)
- The Industrial Relations Code, 2020, (click here for more details from LKS)
- The Code on Social Security, 2020, (click here for more details from LKS)
- The Occupational Safety, Health and Working Conditions Code, 2020, (click here for more details from LKS)
According to the Government, this decision will lay the foundation for a future-ready workforce and stronger, resilient industries driving labour reforms for Aatmanirbhar Bharat.
For textile workers, the major announcements are as given below:
- All Migrant Workers (direct, contractor-based and self-migrated) to get Equal wages, welfare benefits and PDS portability benefits.
- Workers can raise claims for upto 3 years for settlement of pending dues, facilitating flexible and easy resolution.
- Provision for double wages for workers for overtime work.
A detailed comparison of the labour ecosystem, before and after the implementation of the Labour Codes, benefits of labour reforms across key sectors and other relevant details may be found at https://www.pib.gov.in/PressReleasePage.aspx?PRID=2192463
Please note that these Codes have come into effect from 21st November 2025.
Members may take note of the new labour codes. If any member has concerns, issues, or suggestions regarding the Labour Codes, they may kindly share the same by return email latest by 30th November 2025, to enable CITI to present a consolidated submission to the Government.
Placed for your information and necessary action.
Best Regards,
Chandrima Chatterjee
Secretary General
