It is to inform the members that Ministry of Textiles vide its office memorandum no. F. No. 10/21/2025- DMED dated 26th November, 2025 has announced the Textiles Focused Research, Assessment, Monitoring, Planning and Start-Up (Tex-Ramps) Scheme which is designed to strengthen India’s textiles and apparel (T&A) sector through targeted research, integrated statistical systems, structured evaluation, sectoral planning, capacity development, and innovation support.

The scheme will be implemented over a period of six years (2025-26 to 2030-31) with a total outlay of ₹305 crore, and is designed to help the industry, institutions, and State/UT partners work together in a more informed and coordinated manner.

The guidelines outline the five key components:

  • Research & Dissemination
  • Assessment & Evaluation Studies
  • Monitoring & Statistical System
  • Planning & Capacity Development
  • Start-up & Innovation Support

An apex Steering Committee, chaired by the Secretary, Ministry of Textiles, will provide overall policy direction, oversee scheme implementation, and approve the proposals under the scheme.

Under the financial provisions of the scheme, the Ministry will provide 100% funding support for projects undertaken by recognised research and academic institutions. For industry-led projects, a minimum of 20% contribution from the industry partner will be required.

The detailed operational guidelines of the TEX-RAMPS Scheme are attached for the kind reference of the members.
