This is with regard to the India-Australia Economic Cooperation and Trade Agreement (ECTA) which has come into force on December 29, 2022.

The major highlights of the Customs Tariff Rules 2022 pertaining to the Textile & Apparel Industry have already been shared with the respected members vide Circular No. Cir(160)/2022 dated December 27, 2022.

Under the India-Australia ECTA, Government has allowed the import of Extra Long Staple Cotton of Minimum 28 mm Staple Length (HSN 52010020) at 0% duty with a Tariff Rate Quota (TRQ) Quantity of 51,000 MTs (in a calendar year of January to December).

The detailed notification containing the procedural guidelines about TRQs quota and certificates is attached as Annexure 1 for your ready reference.

Further, vide Notification No. 64/2022-Customs, dated 29th December 2022, the Ministry of Finance has released the updated BCD rates leviable on the import of textile items from Australia, in case the importer fails to prove that the goods have originated from Australia as per the terms of the Customs (Administration of Rules of Origin under Trade Agreements) Rules, 2020. The detailed notification in this regard is attached as Annexure 2 for your ready reference.
