Committee:

Sub: Invitation – Awareness Session (VC) on Understanding Impact of Quality Control Orders (QCOs) 2022 on MMF Textile Products on February 16, 2023 at 3:00 PM – reg.

Dear Sirs/Madam,

The Government has mandated the Bureau of Indian Standards (BIS) to strengthen Standards for the textile industry for enhancing the quality parameters of the textile products and also to check the imports of cheaper and poor-quality textile products from the competing countries. Consequently, BIS has been formulating Quality Control Orders (QCOs) for certain textile products which will have a significant bearing on the consumers’ health and safety. In the long run, the QCOs will pave way for India to develop its own standards for the textile products. The textile industry, as a whole, appreciates this as a laudable step towards ensuring quality benchmark for the textile value chain in India and enthusiastically look forward to comply with the prescribed Standards.

The Man Made Fibre (MMF) Value Chain in India has not only evolved but strengthened significantly in the recent past due to the several policy initiatives resorted to in the recent past like the PLI for MMF Fabrics & Garments and other investment and capacity enhancement schemes. However, the continued growth of this sector will heavily depend on the uninterrupted supply of the raw materials at the competitiveness prices.

Since various inputs in this segment are dependent on imports of nominated raw materials which will get impacted by the Viscose Staple Fibres (Quality Control) Order, 2022 as also the amended QCOs 2022 on Polyester Staple Fibres & Yarns, CITI feel, there is an urgent need to improve awareness and understanding of the forthcoming QCOs in the MMF Sector.

In view of the above, CITI and SIMA in association with Bureau of Indian Standards (BIS) is organising a virtual Awareness Session on Understanding Impact of Quality Control Orders (QCOs) 2022 on MMF Textile Products on February 16, 2023 at 3:00 pm to discuss the imminent challenges arising out of implementation of QCOs and the possible way out for the textile industry.

We have invited Ms. Shubhra, Trade Advisor, Ministry of Textiles, to address the Awareness Session and share “Government’s Vision & Strategy for improving quality of textile products through forthcoming QCOs” and Shri J.K. Gupta, Head (Textiles), BIS will make a detailed presentation on the “Technical Requirements under QCOs 2022 for Textile Products (VSF, MMF & Yarns)”.

A copy of the draft programme is attached for your reference.

We request you to kindly block your diaries and send your confirmation for attending the Awareness Session on February 16, 2023 at 3:00 pm. Your active participation and insightful deliberations will not only make the programme successful but also help the textile industry deliberate extensively on the best possible solutions for the MMF Sector.

The meeting link for the Awareness Session will be shared shortly.

We look forward to your kind confirmation, in this regard.

Thanking you,

Yours faithfully,
