Dear Sirs/Madam,

This is to inform you that Ministry of Textiles had organized a stakeholder consultation meeting on Quality Control Order for Cotton Bales on 9th January 2023 under the chairpersonship of Joint Secretary (Fibre), Ms. Prajakta L. Verma.

During the meeting it was informed that Ministry of Textile in consultation with Bureau of Indian Standard (BIS) has drafted Quality Control Order (QCO) for Cotton Bales which is aimed at improving the quality consciousness of cotton. It was also informed that the standard IS 12171:2019 Cotton Bales Specifications is also ready for the implementation.

In the meeting many stakeholders shared their view points on the acceptable tolerance limits for various quality related parameters and accordingly CITI and SIMA in association with SITRA has devised the recommendation for the Ginned Cotton Fibre Quality Parameters in Pressed Bales. The same is attached as Annex 1 for your review.

If you have any observations on the recommendations being made by CITI, we request you to please share the same by 30th January 2023 so that the same can be incorporated.

We are also attaching the Minutes of Meeting (Annex. 2) and presentations on salient features of IS 12171:2019 Cotton Bales specification (Annex. 3) & overview of draft QCO for Cotton Bales and BIS conformity assessment Scheme-II (Annex. 4) for your ready reference.
