It is to inform the members that United States Trade Representative (USTR) has initiated investigations under Section 301(b) of the U.S. Trade Act of 1974 concerning the acts, policies, and practices of various economies relating to structural excess capacity and production in manufacturing sectors, including textiles.
India has been included among the economies under investigation, along with China, the European Union, Japan, Vietnam, Bangladesh, and others.
As per the USTR notification, the investigation seeks to examine whether such practices are unreasonable or discriminatory and whether they burden or restrict U.S. commerce. The stated objective of the U.S. Administration is to address concerns relating to overproduction in partner economies and its impact on U.S. manufacturing competitiveness.
The Ministry of Commerce & Industry, Government of India, is actively engaging with stakeholders and has emphasized the need for timely, evidence-based submissions from industry.
For the same, Ministry has requested the information from the members in the attached format. The requested information is sought HSN code at 2 digit level (HS 50 to 63 for T&A).
Given the potential implications for India’s textile exports and overall trade relations, it is critical for the industry to present a coordinated and well-substantiated response.
Members are therefore requested to submit the requested data by 2 PM, Monday 23rd March 2026 to enable CITI compile and submit the same to Ministry for necessary action.
This may kindly be treated as urgent and of high importance.
