This is to inform you that CITI has received a communication from the Office of the Textile Commissioner, Ministry of Textiles, regarding the implementation of the Textile Statistical Returns System (TSRS), a web-based platform for the online submission of statutory statistical returns by eligible textile units.

The TSRS portal facilitates the online submission of Annual Statistical Returns (ASR) and Monthly Statistical Returns (MSR) by eligible textile units registered under the Factories Act, 1948, including spinning mills, weaving and knitting units, processing houses, garment units, made-ups manufacturers, technical textile units, cotton traders and other eligible textile enterprises.

Members are requested to note that the submission of statistical returns is mandatory under the Collection of Statistics Act, 2008. Non-compliance may attract penalties as prescribed under the Act. The statistical data collected through TSRS will be used exclusively for statistical and policy-making purposes for the development of the textile and clothing sector, while maintaining confidentiality of unit-level data in accordance with the applicable provisions of law.

In view of the above, all eligible member units are advised to:

  • Register themselves on the TSRS portal, if not already registered.
  • Submit the required Annual Statistical Returns (ASR) and Monthly Statistical Returns (MSR) within the prescribed timelines.
  • Make use of the user manual, instructional videos and helpdesk facilities available on the portal for registration and filing of returns.

Members facing any policy, technical or operational issues relating to the TSRS portal may communicate the same directly to the Office of the Textile Commissioner through the dedicated email ID: statistics.txc@gov.in.
