Dear Sirs/Madam,

It is to inform the members that EU has adopted the Packaging and Packaging Waste Regulation (PPWR), Regulation (EU) 2025/40, which replaces the earlier Packaging and Packaging Waste Directive 94/62/EC. The PPWR will apply from 12 August 2026 and is directly applicable across EU Member States.

PPWR harmonizes the regulatory framework for packaging and packaging waste across the EU. With respect to textiles, PPWR does not regulate the textile product itself. It regulates the packaging in which the textile/apparel product is placed on the EU market and its objective are:

  • Make all packaging in the EU recyclable by 2030.
  • Increase the safe use of recycled plastic in packaging.
  • Reduce the use of new (virgin) materials in packaging.
  • Help the packaging industry achieve climate neutrality by 2050.

PPRW aims to create business opportunities, reduce pollution, reduce expensive waste, make packaging safer, remove dependency on fossil fuels and cut greenhouse gas, and harmonize packaging standards across the EU nations.

Document highlighting the timelines and highlights of the PPWR under the various articles is attached as Annex 1 Click Here while the detailed regulations document of PPWR is attached as Annex 2. Click Here

Members are requested to go through the same and plan their procurement of the packaging material accordingly.

Further, if there are any concerns regarding the applicability of this regulation, members are requested to share the same with CITI by 17th August 2026, so that they may be submitted to the Government for further consideration and necessary action timely.

Placed for your information and necessary action.

Best Regards,

Chandrima Chatterjee

Secretary General
