Sub: Suggestions/ Inputs for the Pre-budget Memorandum – 2023-24 – reg.

The consultations for the formulation of Union Budget – 2023-24 has started. CITI is in the process of compiling the suggestions and in this regard requests for your inputs for the same.

The suggestions may include changes in relation to duty structure, rates and broadening of tax base on both direct and indirect taxes giving economic justification for the same. The suggestions need to be put into two separate categories (i) Indirect Taxes {GST, Customs, including Anti-dumping Duty & Central Excise [for commodities outside GST]} (ii) Direct Taxes.

With regard to GST, industry demand in relation to policy decisions like correction of inverted duty structure, refund of GST paid on output services or capital goods etc., need to be supported by factual data (depicting loss suffered) and justification.

The suggestions may reach us latest by September 15th 2022 in the attached formats to enable CITI to collate and submit the budget proposal in time to the Union Government for their favourable consideration.
